On 17 February, Senator Thomas Grupee, chairman of the Caucus, disclosed to the media that the 17 Commissioners and six Mayors would intend the three-day Council sitting as observers.
The voting rights of the Commissioners and Mayors have been replaced with 24 constituency delegates to be selected by senators and representatives, Grupee said.
But Johnson told journalists via mobile phone from Monrovia Thursday that the decision by the Caucus is shocking, and has the tendency to jeopardize the peace and development of the county.
Senator Johnson is pleading with his colleagues to reinstate the voting rights of the Commissioners and Mayors at the Council Sitting or he could boycott the policy-making forum because the Caucus is creating a conflict ground.
