MONROVIA, March 18 (LINA) -The General Auditing Commission (GAC) has recommended that the Consolidated Group, Incorporated (CGI) immediately refunds US$877,945 paid to it by the Government of Liberia for construction equipment in 2006.


 
Deputy Auditor General Winsley S. Nanka said the company violated the terms of a Memorandum of Understanding it signed with the government through the Ministry of Public Works to supply grader GR150, but instead provided Grader Gr135.
 
Nanka made the recommendation Wednesday during a Public Hearing into the Auditor General’s Report on the Ministry of Public Works for Forensic periods July 2010-June 2011 and July 2011-June 2012, and the Auditor General’s report on the Forensic audit of the sale of 13 Road Equipment by the Consolidated Group to the Ministry of Public Works for the period 2006-2007.
 
He told the hearing, which was conducted by the Public Accounts Committee of the National Legislature, that Consolidated Group instead of providing the ministry loader Z1 150, it delivered  Z1 135, describing the act as non-performance.
 
Nanka also explained that during the audit period, the G AC discovered that Consolidated Group failed to provide nine packages of spare parts, pointing out that the company did not provide the equipment as per the bill and invoice submitted.  
 
The GAC has also recommended that some former officials of the Public Works Ministry, including former Minister Lusine Donzo, should be held accountable on the variation of winning bid, according to the Bid Sheet from US$693, 595 to US$887,945.
 
According to the Deputy GAC Auditor, this amount includes US$151,000 noted with payment made to Consolidated Group, adding that the Ministry submitted a voucher in the amount of US$205,000 to be paid to the company, while the Bid Analysis Sheet submitted by the group showed the price of US$53,900.
