Dr. Sawyer, in a communication addressed to the acting Presiding Officer of the House of Representatives, Hans Barchue on Thursday, named the Constitutional Amendment Propositions and the Draft Local Government Act with emphasis on decentralization, as some cardinal instruments that need to be urgently enacted.
 
The GC Chair also cited other important legislations as the Draft Land Authority Act which awaits the concurrence of the House, and the Draft Land Rights Act which is still awaiting passage by the House.

"The GC wishes to prevail upon you, Mr. Presiding Officer and members of the House, to become champions of these bills and propositions as history has bequeathed this responsibility to this Government of which you are a key player," Dr. Sawyer said.

He noted that the passage of these bills is imperative as the Government cannot afford to fail the Liberian people by not living up to their wishes for greater participation in service delivery and local governance.

He emphasized that government cannot also renege on its responsibility to affirm land rights to its people as well as strengthening the nation's constitutional order through appropriate amendments.

According to Dr. Sawyer, the GC is cognizant of the House's responsibility to enact the 2016/2017 National Budget, and encouraged its speedy passage.

He, however, emphasized that the above mentioned legislations also deserve legislative action at this critical time.
