Administration

The Department of Administration at the Ministry of Information, Cultural Affairs and Tourism (MICAT) is the engine room for the Ministry’s internal coordination and operational support. It provides essential services that enable the Ministry to function effectively and deliver on its mandate by working closely with all other departments. The Department comprises the following divisions and program(s):

Finance Division

The Finance Division is responsible for managing the Ministry’s financial resources in accordance with national public financial management policies. It handles budget formulation and execution, financial reporting, internal controls, and ensures proper accounting for public funds. The division liaises with the Ministry of Finance and Development Planning to ensure compliance and efficient fiscal operations.

Human Resources Division

The Human Resources Division manages all personnel-related matters, including recruitment, staff development, performance evaluation, payroll coordination, and benefits administration. It ensures that HR practices comply with Civil Service Agency guidelines and that staff are supported professionally to deliver on the Ministry’s strategic goals.

Procurement Division

The Procurement Division oversees the transparent and efficient acquisition of goods, services, and works. It ensures that all procurement activities align with the Public Procurement and Concessions Act (PPCA), focusing on value for money, fairness, and competitiveness. The division also prepares procurement plans and maintains records of contracts and suppliers.

Operations Division

The Operations Division ensures the smooth day-to-day functioning of the Ministry by overseeing logistics, facilities management, fleet coordination, and office services. It is responsible for maintaining office infrastructure, managing transport and mobility for official duties, and ensuring the availability of essential supplies and utilities. The division also supervises security, janitorial services, and building maintenance. Its role is critical in creating a safe, organized, and efficient work environment for staff and visitors.

Planning, Library, and Research Division

This division supports policy development and strategic planning through research, data analysis, and documentation. It maintains the Ministry’s library, collects and organizes historical and contemporary data, and facilitates access to information for researchers and staff. It also plays a key role in annual work planning, reporting, and monitoring and evaluation.

Technology Division

The Technology Division manages the Ministry’s ICT infrastructure and services. It supports the installation and maintenance of computers, networks, and communication systems; ensures data security; and enables the digitalization of administrative processes. The division plays a vital role in modernizing the Ministry’s operations and improving internal efficiency.

Freedom of Information (FOI) Division

The FOI Division operates under the Freedom of Information Act of 2010 and promotes public access to government-held information. It processes information requests submitted to the Ministry, builds public awareness around the FOI law, and supports other public institutions in complying with transparency standards. The division also collaborates with the Independent Information Commission to strengthen access to information as a democratic right.

Open Government Partnership (OGP) Program

The Open Government Partnership (OGP) is a global initiative that promotes transparent, participatory, inclusive, and accountable governance. Liberia has been a member of the OGP since 2011, and the program is hosted at MICAT under the Department of Administration. The OGP Secretariat at MICAT coordinates the development and implementation of Liberia’s National Action Plans (NAPs), working in collaboration with government ministries, civil society, and development partners.

Key functions include:

  • Coordinating national consultations and stakeholder engagements.
  • Monitoring and reporting on the progress of OGP commitments.
  • Promoting citizen participation and civic space through open dialogues and reform initiatives.
  • Representing Liberia at OGP international events and contributing to the global open government community.
