President Boakai Honors PPCC with Performance Excellence Award!

Public Procurement and Concessions Commission-PPCC has been honored by His Excellency President Joseph Nyuma Boakai, Sr. for its outstanding contributions to public sector service delivery, accountability, and institutional excellence. 

During a high-profile ceremony held at the Ministerial Complex, President Boakai presented the Performance Excellence Award to the Commission, recognizing its exceptional achievements under the government’s Service Delivery Charter Implementation framework. #PPCC was among fifteen top-performing public institutions selected from a pool of ninety government entities assessed under the 2024 Performance Management and Compliance System (PMCS).

The award celebrates PPCC’s strong performance in meeting and exceeding its set targets, which include:

  • Reducing procurement lead time;
  • Introducing and operationalizing QuickBooks Accounting Software for effective financial management and reporting;
  • Implementing personnel and performance management systems;
  • Improving office infrastructure to create a more conducive work environment;
  • Providing modern office equipment to boost staff performance; and
  • Developing and publishing the Service Delivery Charter, outlining key deliverables and accountability measures.

This recognition comes at a critical juncture in Liberia’s public sector reform journey, particularly in the transition from a manual to an Electronic Government Procurement (e-GP) system. The implementation of the e-GP system marks a transformative step in increasing transparency, minimizing procurement-related corruption, and ensuring efficiency in public spending.

Under the leadership of Executive Director Hon. Bodger Scott Johnson, the #PPCC has demonstrated remarkable progress and commitment. His visionary leadership, tireless dedication, and collaborative approach have not only propelled institutional reforms but also strengthened partnerships with international development actors and national stakeholders in the procurement ecosystem.

Notably, with support from the World Bank and other development partners, the #PPCC has successfully developed and rolled out an e-GP system based on a Software-as-a-Service (SaaS) model. As of June 2025:

  • Six Ministries, Agencies, and Commissions (MACs) are fully integrated into the system;
  • Over 400 private sector businesses are registered and actively participating in online procurement;
  • 154 users from the pilot institutions are utilizing the platform for real-time procurement transactions.
  • Nearly 100% of procurement transactions in the pilot MACs are conducted through the system.

As Phase Two begins in 2025, the #PPCC will expand the system to an additional 50 public institutions, including State-Owned Enterprises (SOEs). All procurement activities for these institutions will be managed entirely through the e-GP platform, signifying a new era of public procurement in Liberia.

The Performance Excellence Award is not only a testament to the #PPCC’s achievements but also a clear signal of Liberia’s unwavering commitment to public sector transformation, transparency, and service to its citizens.
