The Public Procurement and Concessions Commission (PPCC) hosted the Chief Executive Officer of the Sierra Leone Public Procurement Authority (SLPPA) on April 7, 2026, as part of ongoing efforts to strengthen regional cooperation and knowledge exchange in public procurement systems.
The SLPPA delegation was led by its Head, Mr. Fodie J. Konneh, who expressed appreciation for the warm reception and emphasized the importance of collaboration among procurement institutions in the West African region.
During the session, the PPCC provided a comprehensive overview of its mandate and operations, with particular emphasis on its electronic Government Procurement (e-GP) system. The presentation highlighted key achievements, ongoing challenges, and future prospects of the Commissionโs digital procurement reforms.
In his remarks, the PPCC representative underscored the Commissionโs commitment to transparency, efficiency, and accountability through the deployment of modern procurement technologies.
Mr. Konneh, in turn, shared insights into Sierra Leoneโs recent advancements in procurement reform. He disclosed that Sierra Leone has entered into a joint venture with an Ethiopian firm and a local IT company to develop a customized electronic Government Procurement (e-GP) system at an estimated cost of approximately US$2.2 million. The system, he noted, will operate under a perpetual licensing arrangement for all users, ensuring long-term sustainability and accessibility.
Discussions also explored opportunities for deeper collaboration between the two institutions, including cross-country exchange programs, study tours, and the sharing of best practices in procurement management and digital transformation.
As part of the visit, Mr. Konneh was taken on a guided tour of the PPCC facilities, including the training hall and procurement laboratory, where he observed firsthand the Commissionโs operational infrastructure and capacity-building initiatives.
The engagement marks a significant step toward fostering stronger ties between Liberia and Sierra Leone in public procurement governance, with both partiesโ expressing optimism about future partnerships that will enhance efficiency, innovation, and accountability across the sector.
