MONROVIA, Liberia, 22 September 2026 — The Government of Liberia and the International Fund for Agricultural Development (IFAD) have launched a joint Portfolio Supervision Mission to review progress, address implementation bottlenecks and strengthen delivery across IFAD-supported agricultural investments in Liberia.
Government Commitment to Accelerated Delivery
Launching the mission virtually from the United States, Agriculture Minister Dr. J. Alexander Nuetah welcomed the newly appointed IFAD Country Director and reaffirmed the Government’s commitment to working with IFAD to deliver results for farmers with greater urgency.
The mission runs from 22 September to 9 October 2026 and covers four IFAD-supported projects: TCEP-II, BCRP, STAR-P and ILSA.
“IFAD is one of our most critical partners in Liberia, with a strong footprint in agriculture, especially feeder roads, rural infrastructure and the National Cocoa Seed Garden. The Government will fully work with you to ensure that this mission is successful,” Minister Nuetah said.
The Minister also underscored Liberia’s commitment to honoring its financial obligations to IFAD and increasing its contribution to support continued investment in agricultural development.
“The Government of Liberia has committed US$300,000 to the IFAD14 replenishment. We have paid 50 percent of our IFAD13 commitment; the balance will be paid, and then we focus on IFAD14,” Minister Nuetah said.
He highlighted faster implementation, mechanization, feeder roads, extension services, cocoa value addition and technical capacity building as priority areas for deeper collaboration.
IFAD Welcomes Progress and Partnership
IFAD Country Director and Representative for Liberia (Appointed), Mr. Marcelin Norvilus, welcomed the Government’s commitment and noted that IFAD’s portfolio in Liberia continues to perform strongly.
“The overall portfolio performance remains very strong, thanks to the Government’s commitment, my predecessor, the country team and the PIU. We currently have no project classified as a problem project or potential problem project,” Mr. Norvilus said.
Mr. Norvilus also welcomed Liberia’s commitment to complete its IFAD13 contribution and recognized the increased IFAD14 pledge as an important signal of partnership.
Mission Focus and Expected Results
The mission will focus on practical measures to strengthen project delivery and results. It will:
- review physical and financial implementation progress;
- assess follow-up on previous mission recommendations;
- identify operational challenges; and
- strengthen coherence and synergies among TCEP-II, BCRP, STAR-P and ILSA.
The exercise brings together Government officials, IFAD representatives, project teams and technical specialists from relevant institutions, including the Ministries of Agriculture, Finance and Development Planning, and Public Works.
Strengthening Support for Smallholder Farmers
Through its partnership with the Government of Liberia, IFAD supports investments that strengthen agricultural value chains, improve food security and climate resilience, expand rural infrastructure, and create opportunities for smallholder farmers, particularly women and youth.
At the end of the mission findings and agreed actions are expected to strengthen implementation performance and results across IFAD-supported investments in Liberia.
